To propose that the National Assembly for Wales, in accordance with Standing Order 33.2:

 

1. Considers the Report of the Business Committee ‘Proposed amendments to Standing Orders following the Assembly powers referendum – Section 109 Orders’ laid in the Table Office on 9 November 2011;

 

2. Approves the proposal to revise the Standing Orders, as set out in Annex B of the Report of the Business Committee.

4. Motion to approve the Assembly Commission's Budget 2012/13 (30 mins)

To propose that the National Assembly for Wales in accordance with Standing Order 20.16:

 

Agrees the budget of the Assembly Commission for 2012-13, as specified in Table 5 of the “National Assembly for Wales Assembly Commission Budget Proposals 2012-13”, laid before the Assembly on 9 November 2011 and that it be incorporated in the Annual Budget Motion under Standing Order 20.26 (ii).

5. Welsh Conservatives Debate (60 mins)

To propose that the National Assembly for Wales:

 

1. Calls on the Welsh Government to assist the private sector in Wales to grow;

 

2. Urges the Welsh Government to improve the conditions for economic growth in Wales by:

 

a. improving infrastructure and skills;

 

b. providing clarity on Welsh Government support for the economy;

 

c. encouraging inward investment into Wales and supporting Welsh exports; and

 

3. Notes that West Wales & the Valleys is set to qualify for European Structural Funds for a third time.

 

The following amendments have been tabled:

 

Amendment 1 - Peter Black (South Wales West)

 

Delete sub - points 2a, 2b and 2c and replace with:

 

a) improving infrastructure and skills through establishing an innovation programme to develop the modern infrastructure and top-level skills required for a modern economy;

 

b) providing clarity on Welsh Government support for the economy by reducing the total number of regulations on Welsh businesses, including the use of sunset clauses a one-in-one-out approach to new regulations;

 

c) acknowledging that a successful private sector will rely on both inward investment and home-grown businesses; and

 

d) providing a better programme of support for new Welsh businesses, including a business credit union and a Welsh Stock Exchange.

 

Amendment 2 - Jocelyn Davies (South Wales East)

 

Add as new point at end of motion:

 

Calls on the Welsh Government to bring forward a comprehensive pan Wales capital investment programme.

To propose that the National Assembly for Wales:

 

1. Affirms the targets of ‘One Wales One Planet’ and the ‘Climate Change Strategy for Wales’ and welcomes the notable contribution to meeting these targets of the Centre for Alternative Technology in its strategy for ‘Zero Carbon Britain 2030’; and

 

2. Calls on Welsh Ministers to launch a public information campaign on climate change up to the Rio+20 Conference.

Calls on the Welsh government to invest in pro-active steps to reduce Wales’ contribution towards Climate Change by investing in energy efficiency schemes that will also help reduce fuel poverty across Wales.

 

Amendment 2 - William Graham (South Wales East)

 

In point 2 delete ‘information’ and replace with ‘engagement’.

 

Amendment 3 - William Graham (South Wales East)

 

Add as new point at end of motion:

 

Calls on the Welsh Government to:

 

a) accelerate the implementation of the Climate Change Engagement Strategy;

 

b) act as an exemplar by committing to making more significant cuts to the carbon footprint of the Government estate and help to encourage emission reductions throughout the wider public, business and voluntary sectors in Wales;

 

c) support business in maximising the opportunities of a low carbon economy; and

 

d) re-examine its 3% greenhouse gas emissions reduction target to see if it is still an appropriate national benchmark in trying to mitigate the 2°C global climate rise.
